Located in the Rocky Mountains, the Municipality is nestled among majestic mountains, beautiful forests and numerous waterways. The area is a well known destination for world class outdoor activities including fly fishing, skiing, and snow mobiling.

JOB DESCRIPTION

Reporting to the Chief Administrative Officer, the Director of Planning, Engineering and Operations is a senior administration team member responsible for the strategic management of key Municipal functional areas including that of Transportation Services, Utilities, Planning & Development, Parks/ Green Space and Municipal facilities. This position is also responsible for work activities of outside contracted services including that of Engineering and Planning Services.

KEY RESPONSIBILITIES OF THE DIRECTOR OF PLANNING, ENGINEERING AND OPERATIONS

  • Full responsibility for the planning, organization, co-ordination, and evaluation of programs, plans, services, staffing, equipment, and infrastructure systems within the department.
  • Directly supervises the activities of the Manger of Operations, the Development Officer, as well as work and activities undertaken by consulting and contract service providers.
  • Overall responsibility for the provision of municipal services including the maintenance and operation of all infrastructure systems.
  • Establishes goals and objectives for departmental operations; implements appropriate strategies to achieve departmental short and long term objectives including that of the community strategic plan.
  • Responsible for the development and updating of documents including standards, procurement documents and processes, and plans including the Emergency Management Plan.
  • Evaluates the needs of the various functional areas and formulates short and long range plans in all areas of responsibility including that of utilities, transportation, planning/development, facilities and Parks/Green Space.
  • Responsible for processes pertaining to private development including that of plans review, compliance and approvals, drafting of development agreements, and inspections.
  • Provides direct and indirect project management for the construction of capital municipal projects to ensure contractor compliance.
  • Manages contracts including the performance of contracted consultants and/or firms contracted by the Municipality to undertake work project and initiatives.

  • Contract Management: A confident systems management approach to alternative program and service delivery styles including contract negotiation, management and quality service evaluation.
  • Organizational Skills: Able to simplify often complex administrative and service matters, an ability to separate important issues and prioritize work initiatives.

QUALIFICATION REQUIREMENTS:

  • Post secondary education in Civil Engineering or related field of study.
  • Five years of local government experience in a public works administrative capacity with broad based engineering and technical skills relating to the municipal field.
  • Competent working knowledge and proficiency with computer software programs including Microsoft Office and GIS systems.
  • Superior organizational skills in managing outside consultants and contractors and ability to manage a unionized workforce,
  • Knowledge of provincial regulations and Municipal bylaws relating to functions within the Department.
  • Experience with financial and budget administration, along with proficiency in drafting procurement documents.
